0 SHARES Facebook Twitter On Wednesday, July 12, 2023, the New York State Police out of SP Horseheads arrested Richard L. Fernandez, age 38, from Elmira, NY, for Burglary 2nd (C Felony) and Grand Larceny 3rd (D Felony) stemming from an investigation that occurred at the Achievement Center, located on Ridge Road in the town of Horseheads. Fernandez is alleged to have unlawfully entered the establishment, obtain a set of car keys, and subsequently stole a 2019 Mitsubishi Outlander from the property.
