A section of Interstate Highway 86, between Horseheads and Elmira, was shut down at about 12:30 p.m. Monday and remains closed due to flooding caused by heavy rain that hit the area. According to New York State Police, Chemung County Sheriff's Office and law enforcement personnel from all local agencies in the area are currently blocking off parts of the highway and the exits that lead to the flooded road. Sections of I-86 are closed between exit 54 and 56, between Horseheads and Elmira, troopers said.
