ELMIRA, N.Y. (WETM) – New data from the New York State Department of Labor shows the City of Elmira has the highest unemployment rate in the Southern Tier, at 4.7%. The report states 'All of the largest labor force areas in the Southern Tier Region, except the City of Elmira, had unemployment rates below the State's unemployment rate in May 2023. The New York State Unemployment rate is 3.8%. The report says the unemployment rate for the Southern Tier remained unchanged over the past year at 3%. The national unemployment rate is 3.
